15TH FINANCE COMMISSION GRANTS

The 15th Finance Commission, launched in 2020-21, allocates funds to Rural Local Bodies (RLBs) in two parts:

  • Tied Grants: for water conservation purposes
  • Untied Basic Grants: for need-based requirements at Gram Panchayat levels.

Funds are divided between Zilla Parishad and Gram Panchayats based on the 2011 census report, with:

30% allocated

Gram Panchayats

70% allocated (90% based on population, 10% based on area)
